About this opportunity
The City of Detroit is requesting quotes for emergency residential demolition make-safe work on a garage at 22116 W McNichols under an RFQ with quotes due September 24, 2026 via the City's Oracle iSupplier Portal. The scope is limited to garage demolition only; the foundation slab remains in place. A Building Official's Emergency Order issued September 15, 2026 has determined the structure unsafe and poses imminent threat to public health and safety.
Respondents must personally visit and inspect the property before submitting a quote and include a date-stamped photograph with their response; photographs provided in the Notice of Emergency Ordered Demolition are not acceptable substitutes. All quotes must be submitted under the respondent's full legal business name, as the Purchase Order and all payments will be issued only in that registered name. Quotes are strictly voluntary, remain binding for 120 calendar days after the deadline, and cannot be withdrawn during that period. Submission of multiple quotes will result in rejection of all submissions.
Quotes must include detailed pricing using the City's Professional Rate Schedule in .XLSX format, with separate line-item unit rates for demolition services (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, asbestos-containing material disposal, and construction debris disposal on a per-ton basis with air monitoring per parcel) and backfill, grade, and site finalization (administration, supervisor, laborer, equipment, backfill material below 12 inches, and topfill material for top 12 inches, all priced per ton). Respondents must provide mean average per-unit pricing only; no ranges, notes, or alternate unit types are permitted. The City will not accept incomplete submissions with blank rate fields.
Work must be completed within one calendar day of knockout, followed by backfill and grading within seven calendar days of debris removal completion, Monday through Friday, 7:30 a.m. to 5:30 p.m., weather permitting. All backfill material must source from a Category 2 source approved on the City of Detroit Backfill platform. The contractor is responsible for permit costs, sidewalk replacement if damaged, and all damage to infrastructure or surrounding properties. Award is based on lowest responsive and responsible bid with consideration to local preferences. Successful vendors must secure 100% performance and payment bonds and provide certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds within five business days of award. Payment is Net 30 under the City of Detroit Prompt Payment Ordinance, contingent upon City approval of completion documentation.
