About this opportunity

Only vendors prequalified through the City of Detroit's Non-Proposal Demolition Program are eligible to submit.

The Building Official issued a Notice of Emergency Ordered Demolition on October 2, 2026, determining the residential structure at 14716 Seymour (Detroit, MI 48205) to be structurally unsound and presenting an immediate risk of collapse endangering public health and safety. Demolition must proceed in compliance with Detroit City Code 8-17-41 through 8-17-45 and NESHAP regulations (40 CFR 61 Subpart M).

Respondents must submit completed price sheets in Excel format and a completed Professional Rate Schedule with unit rates for two service categories: Demolition (administration, supervisor, laborer, equipment, regulated and non-regulated trucking, and asbestos-containing and construction/demolition material disposal) and Backfill, Grade & Site Finalization (administration, supervisor, laborer, equipment, and material placement). All unit rates must be submitted as single mean values with no ranges, qualifying notes, or blank fields. Respondents must visit the site in person and submit a date-stamped photograph of the property with their bid.

Work includes complete abatement, demolition, debris removal, site grading, and final grade approval within the timeframe specified in the Scope of Service. Contractors must obtain 100% performance and 100% payment bonds within five business days of award, with certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. Sidewalk replacement at contractor expense is required for any damage caused during performance. Contractors are not responsible for permit costs. All quotes remain binding for 120 days. Payment will be processed under the City of Detroit Prompt Payment Ordinance with Net 30 terms upon proper invoice submission in the Oracle Cloud system.
