About this file
This is a Request for Proposal (RFP) note document related to an emergency residential demolition project in Michigan. The project involves the demolition of the residential structure located at 14716 Seymour. The document appears to be an internal planning note prepared for the RFP process and includes guidance for incorporating an Emergency Management Group (EMG) demonstration component into the solicitation materials. The note outlines considerations for presenting demolition requirements and expectations to potential bidders, with emphasis on emergency procedures and management protocols that contractors must demonstrate capability to execute.
The document serves as a template or reference guide for RFP drafters to ensure comprehensive inclusion of emergency demolition demonstration requirements and technical specifications. The note does not specify explicit pricing terms, contract duration, or renewal options, as it functions as an internal preparation document rather than the final RFP itself. Key salient details regarding budget allocation, funding sources, set-asides, award timelines, and specific bid submission deadlines would typically appear in the formal RFP document that this note was designed to inform.

Notes to Include in the RFP
BSEED Inspector Description: On complaint, found 2 story 1 family frame dwelling. Posted. Vehicle impact has caused structural failure at NE foundation and 1st floor. Dislodged block has left studs and joists unsupported. Connected framing appears to have been pushed outward at SW corner. Severe rot at rear wall and front floor joists leaves structural framework compromised and at risk of impending collapse. Fall hazards exist at accessible interior and front foundation.
Vacant lots to the east and west.
Rec Emergency Demolition.
DFD Fire Occurrence Date: 7/30/2016
*Emergency timelines must be met regardless of if Frost Laws are in effect.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
