About this opportunity

The City of Austin is requesting proposals for emergency overnight veterinary services for injured and sick animals, with proposals due September 29, 2026 at 2:00 p.m. CST. Questions are due September 18, 2026 at 2:00 p.m. CST.

The scope covers emergency veterinary care during overnight hours for domestic pets and wildlife, including management of infectious diseases such as parvovirus, panleukemia, and upper respiratory infections. The pricing structure spans four categories: emergency and wildlife examinations (estimated 800 and 200 units annually); overnight hospitalization and fluid administration with euthanasia services (650 and 200 units annually for each); medications for cats and dogs under and over 30 pounds and wildlife (50 to 500 units annually by type); and approved diagnostics including parvovirus tests, blood glucose tests, and PCV/TP tests (50 to 200 units annually). All pricing must be all-inclusive; no separate charges for administrative fees, overhead, per diem, shipping, transportation, travel time, fuel surcharges, mileage, or stop fees are permitted. Contractors must provide all tools, labor, travel, and equipment necessary for performance in the Austin area. Quantities listed are estimates only; orders will be placed as-needed.

Evaluation criteria are company qualifications, personnel, and references (40 points); workplan and approach (30 points); price (10 points); with local-business preference (up to 10 points) and small-business preference (up to 10 points) available. The City reserves the right to award a single contract or multiple awards based on individual categories, specific line items, or other criteria deemed most advantageous. Contractors must submit three current or previous references demonstrating at least one year of emergency overnight veterinary services experience and provide proof of professional liability insurance with a $1 million minimum per occurrence, along with workers' compensation, commercial general liability, and business automobile liability coverage. Prices must remain firm for the first twelve months; economic price adjustments may be requested annually thereafter using Consumer Price Index formulas for veterinary services and pharmaceuticals. Invoices are paid within 30 calendar days of receipt. The contract is subject to City of Austin wage theft certification and MBE/WBE compliance provisions if applicable.
