About this opportunity

The State of Illinois Department of Public Health (IDPH) Division of Disaster Planning and Readiness has issued an emergency procurement notice for continued warehousing and logistics support services to maintain its federal emergency medical equipment and pharmaceutical cache. This emergency purchase authorization provides for secure, compliant storage with 24/7 operational readiness, inventory management, environmental monitoring, and logistics support through August 6, 2026, while a full competitive contract is being finalized. The selected contractor must deliver monthly technical reports by the 20th of each month detailing all activities, expenditures versus plan, and technical issues; operate a data visualization platform for tracking incoming, outgoing, and static inventories; provide compliance with state document archival protocols and the IMS system; and maintain support response times of four hours during normal operations and two hours during emergencies or training environments. Required qualifications include expertise in medical-grade warehousing and pharmaceutical storage with demonstrated capability to maintain Current Good Manufacturing Practices (cGMP) compliance, manage emergency power systems, operate temperature and humidity-controlled environments, and provide a web-enabled SCADA monitoring platform with alarm notifications. The contractor must also offer technical support and regulatory guidance to maintain compliance with all applicable local, state, and federal requirements. The procurement deadline is August 6, 2026, with a contract period beginning May 9, 2026.

The emergency procurement has been restricted to Agiliti Health Inc., the current custodian of the emergency medical cache, based on the vendor's existing facility compliance with cGMP standards, established climate control and security infrastructure, and the unacceptable risk associated with relocating federally regulated medical assets during the emergency period. The IDPH conducted a search for Business Enterprise Program certified vendors using applicable NIGP codes for medical-grade warehousing and pharmaceutical storage services but identified no qualified BEP-certified vendors meeting the specialized regulatory, security, environmental, and operational requirements. The emergency procurement was authorized on May 5, 2026, and is valued at $265,194.90 in actual costs, funded through Federal Funds. This emergency purchase serves as a short-term bridge contract to maintain emergency preparedness capabilities and ensure uninterrupted custody and compliance of the emergency medical cache until the competitively awarded long-term contract (IFB 25-482DPH-FINAN-B-48312) can be finalized and implemented.
