About this opportunity

Seminole County Office of Emergency Management is seeking a catering vendor through Request for Proposal #RFP-604621-23/MHH to provide emergency meal services during declared emergencies. The procurement focuses on delivering comprehensive meal services for first responders, disaster victims, evacuees, and disaster operations staff, with requirements spanning multiple meal types including breakfast, lunch, dinner, shelf-stable meals, boxed lunches, and snacks. Vendors must be capable of providing meal quantities ranging from 1 to over 300 meals, with detailed unit pricing specifications for various serving sizes and meal configurations. The evaluation process will assess proposals based on three primary criteria: qualifications, experience, and overall approach (40% of total points), staffing and management plan (30% of total points), and price proposal (30% of total points). Key submission deadlines include questions due by September 18, 2024, and final proposal responses due September 25, 2024, at 2:00 pm, with electronic submissions required through the county's e-Procurement Portal. The initial contract term is three years, with potential renewal options for two additional one-year periods.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The contract includes comprehensive federal compliance requirements, particularly related to FEMA guidelines, which mandate adherence to federal statutes including Davis-Bacon Act, Clean Air Act, and Equal Employment Opportunity regulations. Contractors must comply with E-Verify requirements, produce materials in the United States, and maintain extensive documentation for potential federal auditing. While no specific budget range is provided, the county emphasizes that no work volume is guaranteed, and vendors should be prepared to demonstrate flexibility in meal preparation, delivery, and communication capabilities. The contract requires robust insurance coverage, indemnification provisions, and the ability to rapidly respond to emergency meal service needs across varying disaster scenarios. Potential vendors must be prepared to provide multiple menu options and maintain readiness to support Seminole County's emergency response infrastructure.
