About this opportunity
The City of Newark, New Jersey is seeking qualified vendors to operate an Emergency Housing Program for Individuals and Families through Request for Proposal (RFP) #2023-58. The procurement targets licensed, non-profit organizations capable of providing comprehensive emergency housing services for Newark residents, with a twelve-month contract period and potential one-year renewal. Key service requirements include temporary housing accommodations, case management, housing navigation, health services, and food services, with the ultimate goal of transitioning residents to stable housing. The evaluation criteria are comprehensive, scoring proposals across six areas: Experience and Qualification (20 points), Strategic Alignment with Mayor Baraka's strategies (20 points), Program Cost (20 points), Residential and Supportive Services (15 points), Security and Facility Management (15 points), and Collaboration (10 points). Electronic proposals will be accepted through the city's e-Procurement Portal until 10:15 am on October 5, 2023, with a question submission deadline of September 27, 2023. Proposers must demonstrate extensive experience serving vulnerable populations, have at least three years of relevant service history, and provide detailed documentation including organizational charts, staff resumes, and operational certificates.
The RFP does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though standard municipal procurement practices often include such provisions. Successful contractors must be non-profit organizations, potentially managing sites owned by for-profit entities, with a strong emphasis on comprehensive service delivery and strategic alignment with Newark's homelessness reduction goals. While specific budget ranges are not detailed in the provided documents, the procurement suggests a focus on comprehensive, multi-faceted emergency housing solutions. The program is part of a broader strategic initiative to make homelessness a rare, brief, and non-recurring experience in Newark. Contractors will be expected to integrate employment resources, utilize de-escalation techniques, and potentially collaborate with behavioral health services. The city reserves the right to modify, amend, suspend, or terminate the procurement process at its discretion, and all preparation costs will be borne by the respondent. Successful vendors must demonstrate the ability to work effectively across governmental agencies and comply with federal and state statutes related to housing and social services.
