About this opportunity
The Greater Orlando Aviation Authority is requesting proposals via Invitation to Negotiate for emergency generator and fuel delivery system testing, maintenance, and repair services at Orlando International Airport (MCO) and Orlando Executive Airport (ORL), with responses due October 9, 2026.
The scope encompasses annual inspections, cleaning, calibration, adjusting, testing, modifications, upgrades, and repairs of generators and emergency fuel delivery systems across landside terminal buildings, parking garages, remote buildings, and airsides at both facilities. Generator technicians must have minimum three years of verifiable diesel generator maintenance experience. Fuel delivery system technicians must hold valid EPA Certified Non-Hazardous Waste Licenses. The contractor shall supply all labor, supervision, testing equipment, safety equipment, tools, materials, and supplies, maintain monthly service compliance of 98 percent or greater, provide company vehicles for service calls, and maintain current calibration records for all testing equipment. Work occurs during standard hours (7:00 a.m. to 5:00 p.m., Monday through Friday) or non-standard hours as approved by the Aviation Authority Representative, with emergency response required within two hours if contractor personnel are on-site or four hours otherwise. Service credits of $500 per incident apply for failure to meet emergency response times. All repairs must use OEM parts, and sub-contractor markups are capped at eight percent.
The contract commences December 1, 2026, for a three-year base period with two one-year renewal options. Pricing is submitted on a per-gallon basis for fuel transfer services; the Aviation Authority anticipates approximately 20,000 gallons transferred annually. The Authority intends to award a non-exclusive contract to the highest-ranked respondent and reserves the right to increase, decrease, or delete portions of scope during the contract term. The pre-submittal meeting was held September 22, 2026. Questions were due September 25, 2026. Evaluation is scheduled for October 19, 2026, with optional interviews on October 23, 2026.
