About this opportunity
This is an emergency procurement by the Illinois Department of Public Health (IDPH), Disaster Planning and Readiness Division, for ventilator maintenance and repair services under emergency purchase authority. The procurement seeks continued inspection, preventive maintenance, and repair services for approximately 365 ventilator units stored at the Strategic National Stockpile (SNS) Regional Storage Site warehouse in accordance with manufacturer guidelines. Required deliverables include coordination of parts procurement, completion of repairs, performance verification, and logistical management for the return or deployment of units to healthcare facilities or the RSS warehouse. This represents the third emergency procurement notice following the expiration of a previous 90-day emergency contract and the non-approval of requested extensions to an initial one-year agreement. The contract period commenced November 10, 2025, and concluded February 7, 2026, with a final cost of $422.22 for supplies and services provided. Vendors must possess established expertise and familiarity with ventilator maintenance operations, as the selected vendor was chosen based on its ongoing service history and unique knowledge of the ventilator cache. All vendors must comply with 33 distinct mandatory certification categories covering legal, financial, ethical, and operational standards established in the State of Illinois Standard Certifications document, with certification renewals required by January 1 of each fiscal year for contracts exceeding one year in duration.
The State of Illinois made best efforts to include Business Enterprise Program (BEP) certified vendors in this emergency procurement; however, of 79 vendors identified using NIGP code 938-78, only four were BEP-certified, with two relying on subcontractors and two unable to be reached despite multiple outreach attempts. The incumbent vendor selected for this emergency contract was Agiliti Health, Inc., headquartered in Bloomington, Illinois (with an additional office in Minneapolis, Minnesota), based on its uninterrupted service history under the original agreement and recent 90-day emergency contract. The agency determined that engaging a new vendor would incur approximately $95,000 in additional costs due to required re-inspection and would cause significant delays in readiness during a critical period. The contract was funded through federal funds at a total value of $650,973.60 in actual costs. All vendors must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability coverage of $1,000,000 per occurrence, and workers' compensation insurance as required by law. The State notes that a new competitive solicitation (25-482DPH-FINAN-B-48312) for a long-term agreement will be publicly advertised and competitively awarded as soon as possible to replace this emergency procurement authority.
