The scope includes damage assessment of fiber circuits, structures, cable, strand, guying, splice enclosures, and associated hardware; restoration of damaged fiber facilities; transportation of materials to work sites; installation of structures and hardware; splicing operations; site cleanup; and disposal of damaged materials. Pricing shall include all labor, equipment, materials, protective clothing, fringe benefits, hand tools, supervision, transportation, lodging, and associated costs. Mobilization and demobilization costs are reimbursable including equipment hourly rates, labor rates, fuel charges, and documented travel expenses at GSA rates with no markup or profit additions. Straight time applies to the first eight hours of daily work, with overtime rates for hours exceeding eight per day or 40 per week, and double-time pay for SVEC-recognized holidays.

Respondents must maintain Commercial General Liability insurance at $1,000,000 per occurrence, Automotive Liability at $1,000,000 per person and occurrence, and Workers' Compensation at statutory limits with $1,000,000 per accident. A bid bond guarantee equivalent to five percent of $350,000 is required. Proposals must include proof of licenses, a qualifications questionnaire, references from three similar projects completed within the past five years, and federal certifications regarding debarment, lobbying, and conflicts of interest. Submissions are due electronically via VendorLink or email to Kimbridge Wilkison at kimbridgew@svec-coop.com with subject line "RFP #2026-009 SUBMITTAL."
