About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency commercial demolition at 1700 Concord, Buildings 101 and 102, with questions due September 15, 2026 at 2:00 p.m. EST and proposals due the same day at 4:00 p.m. EST. This is an RFQ through the City's Non-Proposal Demolition Program for pre-qualified vendors only.

The Building Official issued Notices of Emergency Ordered Demolition on September 9, 2026, finding both structures in immediate danger of collapse and posing hazards to public health, safety, and welfare. Building 101 is a two-story commercial structure with severe structural damage, including a collapsed rear roof section on the first floor, an uplifted and breached second-floor roof, and unstable brick components. Building 102 exhibits similar conditions. The property comprises approximately 4,068 square feet on a 0.093-acre parcel currently owned by Autism Resources and Consultation.

Respondents must submit completed price sheets and professional rate schedules in Excel format through the City's Oracle iSupplier Portal. All unit rates must be submitted as mean values with no ranges, qualifying notes, or blank fields; incomplete or non-responsive rate sheets will be rejected. Contractors must visit the site in person and submit dated photographs with their bids in a single PDF. Fencing plans showing proposed installation locations, gate placements, and post positions using aerial mapping resources are mandatory and must be submitted prior to the deadline.

The scope encompasses pre-demolition site inspections, six-foot chain link perimeter fencing, dust suppression, utility disconnection verification, hazardous materials handling, sewer line exposure and capping, backfill and grading, and final site finalization. Work is restricted to Monday through Friday, 7:30 a.m. to 5:30 p.m., with modifications based on sunrise and sunset. Backfill materials must meet Part 201 Residential Cleanup Criteria and source approval through the City of Detroit Backfill platform. The demolition timeline requires commencement within 3 days of Notice to Proceed, hole opening by day 20, final grade approval by day 25, site finalization by day 30, and pre-invoice approval by day 90.

Contractors must secure 100% performance and payment bonds within five business days of award, provide certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds, and comply with the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Evaluation is price-only; the City reserves the right to award to one or more vendors. Quotes remain binding for 120 calendar days and cannot be withdrawn. Permit costs are excluded from bid pricing; however, contractors bear the re-inspection fee if a commercial hydrant fails, set at $1,920.00. Payment terms are Net 30, FOB Delivered. The City reserves the right to modify services post-award, withhold Notices to Proceed, or rescind awards.
