About this file

This document consists of notes prepared for inclusion in a Request for Proposal (RFP) by the City of Detroit's Construction & Demolition Department (CDD) in conjunction with the Building, Safety Engineering and Environmental Department (BSEED) for emergency commercial demolition services at 1700 Concord, Buildings 101 and 102, located in Michigan. The project involves the demolition of a two-story commercial building that has sustained severe structural damage, including a collapsed roof at the rear first floor, an uplifted and protruding roof section at the second floor that has breached the front wall, destroyed rear wall and vehicle door, unstable brick components ready to collapse, and loose bricks falling from the front facade. The building is open to trespass and weather elements, with an unmaintained yard containing debris that poses public safety hazards. BSEED has recommended emergency demolition classification due to the imminent risk of further collapse. Emergency timelines must be met regardless of whether Frost Laws are in effect.

The awarded contractor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Additionally, effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will be notified upon receipt of BSEED Open Hole Approval to verify water service line material and remove any lead service lines if present, with DWSD completing this work within five business days. The demolition contractor's responsibilities remain unchanged, though the project timeline will be paused during this inspection and removal period, with CDD tracking hold dates and release dates in Salesforce to ensure accurate performance compliance. The successful vendor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, which is available in the Contractor Resources Folder.

DFD Fire Occurrence Date: N/A

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
