About this opportunity

The City of Detroit Office of Contracting & Procurement is seeking quotes from pre-qualified demolition contractors for emergency commercial demolition at 2501 Belvidere under RFQ 186768, with questions due June 26, 2026 at 2:00 p.m. EST and proposals due the same day at 4:00 p.m. EST. The Building Official issued a Notice of Emergency Ordered Demolition on June 16, 2026 for a structurally unsound, single-story masonry commercial structure presenting immediate danger to public health and safety, including a collapsed roof, unsupported exterior walls, loose brick and stone debris, and overhead hazards from a tow truck boom.

Respondents must be pre-qualified vendors in the City of Detroit Demolition Program and must conduct mandatory on-site inspections, submitting dated photographs as proof of site visit. The scope encompasses demolition (with hazardous materials verification, dust control, and safety protocols); debris removal and proper disposal at licensed Type II landfills; backfill and grading using City-approved Category 2 source materials meeting Part 201 Residential Cleanup Criteria; and site finalization including sidewalk replacement and seeding. Work is performed Monday through Friday, 7:30 a.m. to 5:30 p.m., halted when sustained wind speeds exceed 20 miles per hour. Personnel must hold OSHA Lead Awareness Training and asbestos awareness certifications. Contractors are responsible for all equipment, materials, labor, and hydrant re-inspection fees ($1,920.00 for commercial structures if failures occur); the City assumes all permitting costs including wrecking and hydrant permits. Contractors must not include permit costs in bids.

Pricing is the sole evaluation criterion. Quotes remain binding for 120 calendar days. Award is contingent upon 100% performance and payment bonds within five business days of notice of award and certificates of insurance naming the City and Detroit Land Bank Authority as additional insureds. Payment terms are Net 30. The contractor must complete demolition within three days of Notice to Proceed, achieve open hole by day 20, approved final grade by day 25, site finalization by day 30, and pre-invoice approval by day 90. The property is parcel 19007993, 0.077 acres (3,358 square feet), zoned R2. Contact Elisha Wright at wrightel@detroitmi.gov or Cedric McCree at (313) 670-7878.
