About this file

This is a Request for Proposal (RFP) note for the City of Detroit regarding an emergency commercial demolition project at 2501 Belvidere. The project involves the demolition of a one-story masonry commercial structure located at the west end of the parcel. The structure presents significant life safety hazards, including a collapsed roof with unsupported exterior walls, partially collapsed south and west freestanding walls, and loose brick and stone debris creating hazards at the alley and sidewalk. Additional risks include inadequate barricading of the west exterior wall and an overhead hazard from a tow truck boom protruding over the barrier. The structure's height poses a potential risk to vehicular traffic on the adjacent public road. The site contains a vacant lot to the west and a camper on the east side of the parcel, with E. Vernor located to the south. The demolition has been recommended as an emergency project.

The awarded vendor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform, with current approved sources listed on that platform. Emergency timelines must be met regardless of whether Frost Laws are in effect. No specific pricing terms, set-aside requirements, incumbent contractor information, or funding sources are detailed in this RFP note document.

Notes to Include in the RFP

BSEED Inspector Description: On complaint inspection, found 1 story masonry commercial at W end of parcel. Posted. Roof and supporting framing has collapsed, leaving adjoining exterior walls unsupported and at risk of impending failure. S and W freestanding exterior walls partially collapsed, with remaining overhead masonry out of plane. Life safety hazards exist at alley and sidewalk due to loose brick and stone. Poorly barricaded W exterior wall is insufficient to prevent trespass. Tow truck boom protruding over W barricade poses overhead hazard at alley. All exterior walls assumed to be structurally unsound due to roof collapse and observed condition at exposed S and W walls. Structure is of sufficient height to collapse onto public road, placing vehicular traffic at risk. Vacant lot to the west. E side of parcel with camper on site. E. Vernor to the south.
