About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency commercial demolition at 1750 Concord and 1756 Concord, with questions and proposals both due September 15, 2026 (questions by 2:00 PM EST, proposals by 4:00 PM EST). This RFQ is restricted to firms prequalified by the City of Detroit Non-Proposal Demolition Program; only prequalified vendors are eligible to bid.
Both one-story block commercial structures are in severe deterioration with collapsed roofs, destroyed exterior walls, and imminent risk of collapse. The City of Detroit Building Official has issued Notices of Emergency Ordered Demolition under Detroit City Code 8-17-41 through 8-17-45 and NESHAP regulations (40 CFR 61 Subpart M). The scope encompasses complete demolition, debris removal and disposal, utility disconnection verification, six-foot perimeter chain link fencing installation within three calendar days of Notice to Proceed, backfill and grading using Category 2 source materials approved on the City's Backfill platform, and site finalization. Demolition operations are restricted to Monday through Friday, 7:30 a.m. to 5:30 p.m., with work constrained by sunrise and sunset. Field Supervisors must complete OSHA Lead Awareness Training within twelve months; at least one site operator or laborer must hold asbestos awareness training or state accreditation. All asbestos-containing debris must be transported to a licensed Type II landfill. The contractor must complete demolition and obtain Open Hole approval by day 20 of Notice to Proceed, achieve final grade approval by day 25, and finish site finalization by day 30, with pre-invoice review by day 90.
Award will be made on price only (lowest, responsive, and responsible bid) with local-vendor preference consideration. Pricing must be submitted in Excel format on the provided Professional Rate Schedule and Price Sheet, with unit rates expressed as means in specified units of measure; ranges, notes, alternate unit types, or blank fields render responses incomplete or non-responsive. The City reserves the right to question any submitted rate with twenty-four-hour response required. Respondents must visit both sites, submit date-stamped photographs combined in a single PDF, and complete a signature page attesting site inspection. Contractors are not responsible for permit costs but are liable for hydrant re-inspection fees ($134.00 for residential, $1,920.00 for commercial structures if hydrants fail inspection). Payment is Net 30, FOB delivered, with freight arranged by the seller using the lowest cost carrier. Quotes remain binding for 120 calendar days; vendors may not withdraw. Successful vendors must provide performance and payment bonds at 100 percent of total contract value and certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds within five business days of award notice.
