About this file

This is a Request for Proposal (RFP) notes document from the City of Detroit, Michigan, Construction & Demolition Department (CDD) in coordination with the Detroit Building, Safety, Engineering & Environmental Department (BSEED) and Detroit Water and Sewerage Department (DWSD) for emergency commercial demolition services at two adjacent properties: 1750 Concord and 1756 Concord. Both one-story block commercial buildings are in severely deteriorated condition following storm damage, with collapsed roofs, destroyed exterior walls, open structural failures, and imminent risk of further collapse. Both properties are surrounded by debris-filled yards and vacant lots. The scope requires complete emergency demolition with adherence to emergency timelines regardless of frost law restrictions, and the awarded contractor must complete work within five business days of DWSD's lead service line verification and removal process.

Backfill material must be sourced from a Category 2 source approved on the City of Detroit Backfill platform. Upon receipt of BSEED Open Hole Approval, CDD will notify DWSD to verify water service line material and remove any lead service lines if present, with DWSD completing inspection and removal within five business days. The demolition contractor will be placed on hold during this verification period, with project timelines paused and tracked accordingly in Salesforce. The successful vendor must comply with the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, which outlines performance standards and disciplinary procedures for contract compliance and project timelines.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
