About this opportunity
The City of Phoenix is soliciting sealed offers for emergency call systems monitoring and maintenance under an Invitation for Bid, with offers due November 13, 2026 at 3:00 p.m. through the City's Procurement Portal. Attachments describe a Disadvantaged Business Enterprise–Neutral (DBE-N) program with DBE participation requirements, and the package includes a Request for Substitution or Exemption form for those requirements.
The Phoenix Housing Department's IFB covers monitoring and maintenance of pull-cord emergency call systems in senior housing units, including Honeywell Vista 250 BP control panels, V Plex zone expanders, Mircom EC 100 pull stations, and cellular transmitters. Required services include annual performance reviews, preventive maintenance, inspection reporting, 24/7 monitoring through a UL-listed central station, alarm dispatch per City protocols, battery backup management, and web-based system access. Supplemental airport terms and a Sensitive Security Information acknowledgment form reference airport facilities and Aviation Department handling requirements under 49 C.F.R. Parts 15 and 1520. Offerors must have a minimum of five years in operation with demonstrated experience. All workers must pass background screening at the maximum risk level, including felony and misdemeanor records from any U.S. county and Arizona for the preceding seven years. Certificates of insurance are due within 14 calendar days of award notification.
The contract term is five years from the Commencement Date, with no extension options. Prices must be firm and fixed for the first year. Thereafter, annual increase requests require 60 days' written notice and supporting documentation, and the City is sole judge of allowable increases. Prices are quoted FOB destination. The City may award by individual line item and may terminate for convenience on 30 days' written notice. Non-emergency repairs above $500 require written estimates within three business days.
The Pre-Offer Conference and site visit at 802 North 22nd Place took place October 23, 2026, and written inquiries closed October 26, 2026 at 3:00 p.m.
