About this opportunity

The City of Newark, New Jersey is seeking a qualified non-profit organization to operate a comprehensive emergency and transitional housing program at the Riviera Hotel located at 169 Clinton Ave in Newark. The Request for Proposals (RFP 2024-82) requires an operator to manage a 65-bed Emergency Housing and 65-bed Transitional Housing program, with a primary focus on serving homeless Newark residents. The successful respondent must be a tax-exempt 501(c)(3) organization with at least three years of experience serving vulnerable populations, capable of managing administrative, social service, and financial components of the program. The procurement aims to transform shelter services through seven key strategies, including improving shelter conditions, providing staff training on de-escalation, integrating employment resources, using housing navigators, creating behavioral health partnerships, implementing a coordinated entry program, and offering private room options for hard-to-house residents. Proposals will be evaluated based on experience and qualifications (20 points), strategic alignment (20 points), program cost (20 points), residential and supportive services (15 points), facility management (15 points), and collaboration (10 points). The RFP responses are due electronically by January 9, 2025, at 10:15 am through the city's e-Procurement Portal, with a question submission deadline of December 23, 2024. The contract term is twelve consecutive months with one optional one-year renewal.

The contract is specifically restricted to tax-exempt 501(c)(3) non-profit organizations with demonstrated experience in providing housing and supportive services to vulnerable populations. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the vendor submission forms include mandatory compliance documents related to equal employment opportunity, Americans with Disabilities Act requirements, and ownership disclosure. The RFP includes provisions for various compliance forms, such as Disclosure of Investment Activities in Iran, Sweatshops and Republic of Sudan ordinance compliance, and Political Contribution Disclosure. Though a specific budget range is not detailed in the provided documents, the proposal will be evaluated significantly on program cost, indicating that financial considerations will play a crucial role in vendor selection. The procurement process emphasizes comprehensive vendor qualifications, ethical considerations, and the ability to provide holistic supportive services to homeless individuals in Newark, with a focus on creating meaningful housing and rehabilitation opportunities.
