About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs and Division of Emergency Management, is issuing a Request for Bids (RFB 758 2500000743) for the procurement of 700 units of Emergency Alert Radios with Strobe Lights and Pillow Shaker kits designed for hearing-impaired users. The radios must function as all-hazardous alert receivers with NOAA Weather Alert capability and S.A.M.E. (Specific Area Message Encoding) codes to receive severe weather warnings from the National Weather Service. Each unit shall include battery operation with external antenna jack, alert jack, and cloning port; a wall power adapter; standard control buttons and indicators; one-year warranty on manufacturing defects; and three AA batteries, while the accompanying bundle kit must include a strobe light, pillow shaker, Y cable, pillow clip, and four AA batteries to provide both visual and physical alerts. Bidders must submit product literature demonstrating that items meet or exceed the minimum essential specifications, with failure to provide sufficient documentation resulting in bid rejection. The solicitation was released on June 18, 2025, with written questions due by June 25, 2025 at 10:00 AM ET and a bid closing date of July 2, 2025 at 1:30 PM ET; a bid reading will be available via conference line at 3:30 PM ET on the closing date. All bidders must bid all line items as this contract will be awarded as a group, and award will be based on a best value approach using a ranking methodology with measurable criteria of Price (90 points) and Delivery (10 points), with delivery time to be stated specifically in working days and a one percent per day deduction from invoices for each day delivery is delayed beyond the contracted date.
Kentucky resident bidders are eligible for reciprocal preference, while qualified bidders including Kentucky Industries for the Blind, nonprofit corporations furthering KRS Chapter 163 purposes, and qualified nonprofit agencies for individuals with severe disabilities receive a preference equal to 15 percent of maximum points, and Kentucky Correctional Industries receives a 20 percent preference. Bidders must submit responses electronically through the Commonwealth eProcurement system and must be registered in the Vendor Self Service System at least 24-48 hours prior to submission; prior to award, vendors must submit required affidavits, tax registration applications if applicable, certificates of authority for foreign entities, and proof of commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with automobile liability insurance of $1,000,000 combined single limit if the contractor performs delivery. All pricing must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes, with all proposed pricing remaining valid for a minimum of 60 calendar days after the bid due date. This is a re-solicitation of a previous RFP (758 2500000622) that closed on May 8, 2025 without award. The contact for additional information is Stephanie Durr at 502-564-6521, and all bidders must acknowledge their understanding of all solicitation requirements through authorized signature or electronic submission, with failure to sign rendering the bid invalid.
