About this opportunity
The Commonwealth of Kentucky's Division of Facilities Management and Division of Emergency Management issued Request for Bid (RFB) 758 2400000500 on March 7, 2024, seeking competitive bids for the procurement of 750 units of Emergency Alert Radios with Strobe Lights and Pillow Shaker kits. The solicitation calls for Desktop Public Alert-Certified NOAA Weather Radio Receivers with S.A.M.E. (Specific Area Message Encoding) functionality specifically designed for the hearing impaired. Each unit must include a radio receiver, strobe light, pillow shaker bundle kit, operating manual, and delivery; the bundle kit must contain a strobe light, pillow shaker, Y cable, pillow clip, and four AA batteries. The radio receivers must feature battery operation with external antenna and power adapter options, relevant alert icons and buttons, a one-year warranty on manufacturing defects, three AA batteries, and compatibility with hazardous alert systems for severe weather notifications. Bids are due by March 21, 2024, at 1:30 p.m. ET, with vendor questions required to be submitted by March 14, 2024, at 10:00 a.m. ET. The contract will be awarded on a "Group All" basis, requiring vendors to bid all line items or face rejection as non-responsive. Evaluation will utilize a best value ranking approach allocating 90 points to price and 10 points to delivery time in working days, with the lowest-priced bidder receiving maximum points and a one percent daily deduction from invoices for each day delivery is missed. All responses must be submitted electronically through the Commonwealth eProcurement system, and vendors must be pre-registered in the Vendor Self Service System at https://vss.ky.gov prior to submission.
This procurement is not subject to set-aside designations but is subject to reciprocal preference for Kentucky resident bidders and preferences for qualified bidders as defined in Kentucky Revised Statutes (KRS) 45A.490-494 and 200 KAR 5:410, including nonprofit corporations furthering Kentucky purposes and qualified nonprofit agencies for individuals with severe disabilities. All bidders must complete the mandatory Annual Affidavit for Bidders, Offerors and Contractors (Attachment B) to attest compliance with Kentucky's campaign finance laws, with notarization required and submission mandatory prior to contract award. Successful bidders must maintain Automobile Liability Insurance with a minimum limit of $1,000,000 per occurrence combined single limit and must be in continuous compliance with specified Kentucky statutes regarding taxes, wages, occupational safety, unemployment compensation, and workers' compensation, with disclosure of any violations from the previous five years required. Proposed pricing must remain valid for a minimum of sixty calendar days after the bid due date. The solicitation does not specify incumbent vendors, contract term, renewal periods, renewal options, or total contract value in the available documents, though the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. Inquiries regarding the solicitation should be directed to Evelyn Osborne at 502-564-0552.
