About this opportunity
The Commonwealth of Kentucky, Finance and Administration Cabinet, on behalf of the Department of Military Affairs - Kentucky Emergency Management, is issuing a Request for Bids (RFB 758) for the procurement of eleven Emergency ADA Communication Kits. Each kit is a comprehensive communication solution containing a durable waterproof hard case, commercial-grade router with one-year cellular service, Apple iPad with laser etching and preinstalled communication applications (video relay, captioning, and foreign language translation) enrolled in Device Enrollment Program and Mobile Device Management, Android tablet with Google Live Transcribe, portable loop, personal amplifier, Bluetooth cell phone amplifier, two wearable tactile notification systems, in-line amplifier for landline phones, lighted magnifier, and measuring tape. These kits are designed to assist deaf, hard of hearing, and visually impaired individuals during emergency situations. The award methodology is Best Value using a ranking approach with ninety (90) points allocated for price and ten (10) points for warranty period, totaling one hundred (100) points, with the lowest bidder receiving maximum price points and subsequent bidders scored proportionally. Vendors must submit written questions by May 31, 2024, at 10:00 AM ET, with bids due electronically through the Kentucky eProcurement system by June 7, 2024, at 1:30 PM ET. All bids must be submitted as Group All, meaning vendors must bid all line items or be deemed non-responsive. Vendors must register in the Vendor Self Service System at least 24-48 hours prior to submission, and all quoted prices must be exclusive of federal excise taxes and Kentucky sales or use taxes and quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors bearing all shipping costs. Delivery is included in the bid offer and will be shipped to the Division of Facilities Management in Frankfort, Kentucky.
Kentucky resident bidders receive reciprocal preference equal to the preference given by the bidder's home state, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies for individuals with severe disabilities receive additional preference points. Prior to award, successful bidders must submit a Kentucky Tax Registration Application (Revenue Form 10A100), required notarized affidavits addressing campaign finance law compliance, resident bidder status (if applicable), and qualified bidder status (if applicable), and if applicable, a Certificate of Authority from the Secretary of State and EEO forms. Bidders proposing alternate brands or specifications must submit descriptive literature for equality verification, with failure to do so potentially resulting in a non-responsive bid. All vendors must comply with Commonwealth of Kentucky information technology policies, security standards, and accessibility requirements per Section 504 of the Rehabilitation Act and Section 255 of the Federal Telecommunications Act. The specific budget range or award value has not been disclosed in the solicitation documents, requiring bidders to submit their best price with consideration for warranty terms and conditions.
