About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections, issued Request for Bid (RFB) 758 2300000187 for the procurement of embroidery equipment and related software for Kentucky Correctional Industries at Luther Luckett Correctional Industries (LLCC) in LaGrange, Kentucky. The solicitation consists of two primary line items: one Melco EMT16X embroidery machine system with a comprehensive equipment package including four 4-head embroidery machine units, machine carts, support tables, power cords, network cables, starter kits, multiple hoop styles, and training materials; and one digitizing software package comprising two DesignShop V11 professional version licenses, one MOS V11 FLEX+ license, and one day of on-site installation services. The embroidery machines must be configured as minimum 4-head modular-style units that allow independent operation of each head with sewing speeds of 1,200 to 1,500 stitches per minute, a small footprint for flexible placement, and capability for a single operator to embroider different designs on each head simultaneously. Bidders proposing alternate brands or specifications must submit descriptive literature demonstrating equivalency; failure to provide sufficient documentation may result in a non-responsive bid determination. The solicitation requires electronic bid submission through the Kentucky eProcurement System with all bids quoted as F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes. Written questions were due October 24, 2022, at 10:00 AM ET, with the bid closing date extended to November 3, 2022, at 1:30 PM ET per Addendum #1, and on-site installation must occur no later than five business days after delivery with vendor personnel demographics required in advance due to institutional security policies. Award will be determined using a best value ranking approach allocating 90 points to price and 10 points to delivery time for a total of 100 points, with the lowest-priced bidder receiving maximum points and other bidders scored proportionally.

Kentucky Correctional Industries is eligible for a 20 percent preference equal to the maximum points awarded to any bidder, while qualified bidders including Kentucky Industries for the Blind and nonprofit agencies serving individuals with severe disabilities receive a 15 percent preference. Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders from states providing preference to their own residents. All bidders must be registered in the Commonwealth Vendor Self Service System prior to submission and must provide required documentation including Kentucky Tax Registration Application Form 10A100, Secretary of State Certificate of Authority for foreign entities, required affidavits, and EEO forms if applicable. Bidders must comply with mandatory Commonwealth Information Technology policies, security standards, Section 508 accessibility requirements, and industry standards including NIST SP 800-53 controls and SOC 2 Type 2 reporting. All quoted prices must remain valid for a minimum of 60 calendar days after the bid due date, and the resulting contract will be an award contract for use by the specified agency with potential termination by the Commonwealth with 30 days' written notice. No specific budget range or award value was disclosed in the solicitation documents.
