About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids for one tubular embroidery machine (Chroma CHS2-1504-W, 15 needles, 4 head configuration with 10-inch touch screen) for Vernon State Hospital's Central Rehab Client Workshop, with responses due July 7, 2026 at 10:30 AM Central Time and questions due June 25, 2026.
The scope includes the embroidery machine, Otto Cap Kit, three-month Hoopmade subscription for design library access, starter kit with supplies (backing, thread, scissors, bobbins), Chroma Inspire Digitizing Software, and one day of onsite customer training. No HUB Subcontracting Plan is required, though bidders are encouraged to submit one if subcontracting opportunities exist.
The historical monetary value for the same or similar goods is $34,538.98, provided as a guideline only and not representing guaranteed volumes. Bidders must submit firm, fixed pricing on the provided Pricing Sheet (Exhibit C) in US dollars with all costs inclusive of labor, equipment, materials, supplies, and related expenses. Pricing must indicate whether shipping is included. Price adjustments during the contract term are permitted only at HHSC's sole discretion and require correlation to the Consumer Price Index (CPI-W or CPI-U) as published by the Bureau of Labor Statistics.
The initial contract term extends through August 31, 2026, with an option for one year extension at HHSC's discretion. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any contract awarded from this procurement. Evaluation criteria include bidder's ability to meet specifications and delivery requirements, demonstrated experience, and price. Award is contingent upon HHSC Executive Commissioner approval, and the state reserves the right to make single or multiple awards based on best value determination.
Responses must include completed Exhibits A (HHS Solicitation Affirmations), C (Pricing Sheet), and D (Bid Execution Page). Bidders may submit via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive. The anticipated contract start date is July 8, 2026.
