About this opportunity

Melbourne Airport Authority is requesting bids for site preparation and building-pad clearance on the Embraer warehouse project at Melbourne Orlando International Airport, with sealed bids due October 15, 2026 at 2:00 PM EDT. A mandatory pre-bid conference is scheduled for September 21, 2026 at 11:00 AM EDT at the Melbourne Airport Authority Board Room, followed by the project's only site visit; government-issued identification is required to access the secure airport site.

The awardee must hold an active Florida Division I General Contractor license with demonstrated airfield project experience. All work occurs while the airport remains operational; the successful bidder assumes responsibility for traffic maintenance, coordination with Airport Operations and concurrent contractors, permitting, scheduling, subcontractor management and contracting, document control of submittals and RFIs, inspection coordination, and project close-out. The scope encompasses demolition, sitework, earthwork, fencing, and survey activities.

The contract is structured as a lump sum award with a budgeted value of $700,000, partially funded by a Florida Department of Commerce grant. The anticipated project duration is 100 calendar days from notice to proceed, which must be issued within 30 days of contract award. A 5% bid bond is required, and a 100% public construction bond must be in place prior to execution. Liquidated damages are assessed at $1,000 per day for the first 30 days of delay and $1,500 per day thereafter following substantial completion.

Bidders are encouraged to utilize Brevard County businesses, small businesses, minority-owned firms, and women's business enterprises. In the event of tied proposals, preference is given to bidders with drug-free workplace programs, then local bidders within Melbourne city limits, then Brevard County-based firms. E-Verify compliance is mandatory for all contractor and subcontractor personnel. Written questions are due October 8, 2026 at 2:00 PM EDT. The bidder must submit evidence of financial responsibility, qualifications, and satisfactory project completion within five business days following bid opening.
