About this opportunity

The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is requesting proposals for preventative maintenance and emergency repair services on seven Eaton UPS units, with proposals due June 18, 2026.

The scope covers annual preventative maintenance visits and 24/7 on-call emergency response for five 15kVA and two 30kVA UPS units located at Braidwood, Dresden, Byron, LaSalle, Clinton, and Quad Cities nuclear generating stations and the IEMA test facility in Springfield. These systems provide backup power to the Gaseous Effluent Monitoring System monitoring radioactive material releases. Vendors must hold Eaton certification and obtain Constellation nuclear facility security clearance, which includes background review, urinalysis, and vehicle search compliance. Emergency repair response times are 30 minutes for callback and four hours for on-site arrival. The contractor must maintain 24/7 on-call availability and provide detailed inspection results, test findings, battery diagnostics, and performance metrics with each service call. All materials must be equivalent to original equipment; substitutions require prior IEMA-OHS approval.

The contract term runs three years from July 1, 2026, through June 30, 2029. Pricing is structured across four tables: annual preventative maintenance costs per unit per year; hourly service rates for daytime (Monday–Friday, 8 AM–5 PM), evening and Saturday (5 PM–8 AM), and Sunday/holiday work; optional parts and supplies with pricing or percentage discounts; and replacement battery costs, spent-battery disposal, and field engineer installation fees. All work must comply with Illinois prevailing wage requirements. Standard Illinois Certifications v.26.2 and State Prompt Payment Act provisions apply. The State retains the right to terminate for convenience with 30 days' notice or for cause immediately.
