About this opportunity
The Illinois Emergency Management Agency's Office of Health and Safety (IEMA-OHS) is seeking an entity to provide maintenance services at the Sheffield Low-Level Radioactive Waste Disposal Facility, with proposals due June 12, 2026.
The scope encompasses monthly mowing and trimming from July through October 2026 and April through June 2027 (seven instances total), as-needed tree and brush removal, herbicide application along perimeter fence lines, fence maintenance and repairs, weekly air sampler filter exchanges (52 total), and weekly site inspections (52 total). The vendor must also prepare quarterly inspection reports in January, April, July, and October; conduct immediate inspections following severe weather or damaging events with reporting required within 24 hours; and perform Agency-approved repairs to the site cap, drainage systems, security fences, and related features. Management oversight and supervisory work for all site maintenance activities is required. The facility is located at 13279-350 East Street, Sheffield, Illinois, within a controlled zone accessible only Monday through Friday when the site owner/operator is present.
Vendors must demonstrate three years of experience working at hazardous waste sites and provide proof of required OSHA training for hazardous waste site work upon Agency request. All vendors must certify compliance with 33 distinct state certification requirements covering financial integrity, legal eligibility, employment practices, environmental compliance, security standards, and anti-discrimination policies; non-compliance or false certifications expose vendors to contract voidance, suspension, debarment, and civil or criminal penalties.
Contractors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and worker's compensation insurance as required by law. Prevailing wage requirements apply to grounds maintenance services. Contracts of $1,000 or more are subject to a $15 fee to the Comptroller's Administrative Fund. Payment follows the State Prompt Payment Act (30 ILCS 540), and the State retains sole ownership of all work products.
