About this opportunity

The State of Illinois is soliciting a sole-source small purchase for nitrogen delivery and tank rental services, with proposals due June 12, 2026.

This is a sole-source procurement, which restricts competitive bidding. The source does not identify the specific agency within Illinois issuing this solicitation, the scope of nitrogen volumes or tank quantities, the contract term, the place of performance, or the estimated contract value.

Vendors must complete and acknowledge all 33 certifications in the Standard Illinois Certifications document (v.23.1) as a material requirement for award. These certifications span educational loan default status, pension restrictions, legal entity verification, collective bargaining obligations, felony convictions, environmental compliance, drug-free workplace provisions, equal employment opportunity compliance, political contribution restrictions, cybersecurity clearance, and procurement code violations. Certifications apply to all subcontractors and remain in effect for the entire contract term and any renewals. Contractors with initial or renewal terms exceeding one year must recertify by January 1 of each subsequent fiscal year, disclosing any changes in eligibility under Article 50 of the Illinois Procurement Code. False statements material to certifications expose vendors to liability under the Illinois False Claims Act and potential sanctions including contract voidance, suspension, debarment, denial of payment, civil fines, or criminal penalties.

Under the Standard Terms and Conditions, vendors must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability coverage of $1 million per occurrence, and workers' compensation insurance as required by law. Record retention obligations are three years (five years if federal funds are involved). The State reserves the right to terminate for cause with immediate notice or for convenience with thirty days' written notice. All work products and deliverables become the sole property of the State. Subcontractors require prior written approval with descriptions of work and anticipated compensation amounts.
