About this opportunity

The West Virginia Department of Environmental Protection, Office of Oil and Gas, has issued an Agency Request for Quote (ARFQ 0313 DEP2600000057) for the Elkhurst Federal Multi-Well Plugging Package, a construction and site reclamation project located in Clay County, West Virginia. This solicitation seeks a fixed-period contract with a 180-day completion requirement for the permanent plugging and reclamation of five orphaned and abandoned oil and natural gas wells identified by API numbers 47-015-00110, 47-015-00512, 47-015-00519, 47-015-03517, and 47-015-03518. The scope encompasses 49 line items including permitting, rig and crew services (minimum 300 hours with three-person crew), mobilization and demobilization, field moves, site preparation for all five well locations, equipment rental (vacuum water trucks, bulldozers, excavators, skid steers, and specialized drilling equipment), material procurement (casing, tubing, drill collars, bits, cement, gravel, and aqua gel), waste disposal services, site reclamation and restoration, environmental controls including silt fencing, and miscellaneous supplies and services. Bidders must submit sealed bids electronically through the wvOASIS Vendor Self Service Portal with unit prices and total prices for each line item. A mandatory pre-bid meeting was held on January 14, 2026, at 11:00 a.m. Eastern time at the intersection of Elk River Road and State Route 4; technical questions are due by January 20, 2026, at 2:00 p.m. Eastern time; and all bids close on January 26, 2026, at 10:30 a.m. Eastern time. Qualified bidders must provide a 5 percent bid bond, 100 percent performance bond, and 100 percent labor and material payment bond prior to contract award, maintain Commercial General Liability and Automobile Liability Insurance with minimum limits of $2,000,000 per occurrence, and comply with Davis-Bacon prevailing wage requirements with weekly certified payroll submissions, federal Buy America requirements for materials, Endangered Species Act provisions, and State Historic Preservation Office requirements.

The solicitation is funded entirely through Section 40601 of the Infrastructure Investment and Jobs Act (IIJA) and is subject to federal prevailing wage determinations published in Addendum No. 2, which establish wage rates for various classifications including carpenters at $29.00 per hour, equipment operators ranging from $25.28 to $41.95 per hour, laborers at $22.82 to $29.05 per hour, cement masons at $35.77 per hour, and truck drivers at $27.12 to $28.59 per hour; contractors must also comply with Executive Order 13706 paid sick leave requirements and Executive Order 13658 minimum wage provisions of $13.30 per hour. The contract includes a six-month warranty period following project completion and acceptance, and post-plugging methane emissions testing will be conducted by an independent third party at no cost to the contractor, with any wells showing leakage requiring remediation at the contractor's expense. No specific set-aside designations for disadvantaged enterprises, women-owned businesses, or other protected classes are identified in the available solicitation documents, nor are any incumbent vendors or current contractors listed. The solicitation documents do not provide a specific total contract value or budget range; pricing is to be determined through competitive sealed bidding. All bidders must acknowledge receipt of all addenda with their bids to avoid disqualification. Inquiries should be directed to Herminio David Robles, buyer, at (304) 414-1155 or david.h.robles@wv.gov.
