About this opportunity
Lodi Unified School District is requesting qualifications and proposals for Phase 1 site work at Elkhorn Elementary School in Stockton, California under an RFQ/P, with responses due September 18, 2026 at 12:00 p.m. A mandatory informational meeting and site walk are scheduled for August 7, 2026 at 9:30 a.m. at the school site; written questions are due August 21, 2026 at 4:00 p.m., with District responses issued by September 4, 2026.
The scope encompasses comprehensive site make-ready operations and infrastructure development prior to main building construction: removal of conflicting existing site elements, major earthwork to establish proper drainage and elevation, wet and dry utility upgrades, construction of new student drop-off lanes, and miscellaneous site provisions. The District seeks qualified contractors to deliver both preconstruction services—constructability review, value engineering, master scheduling, cost estimating, and budgeting—and full construction services. Project completion is targeted for July 2027.
Respondents must be prequalified by the District, hold a current California general contractor license (A or B), and be registered with the Department of Industrial Relations. All contractors must comply with prevailing wage and skilled and trained workforce mandates and maintain Commercial General Liability coverage of $5 million per occurrence and $10 million aggregate, Automobile Liability of $1 million, and Workers' Compensation at statutory limits.
The District will evaluate proposals on a best-value methodology awarding up to 250 points: pricing (100 points), technical expertise (50 points), safety record (10 points), subcontractor workforce availability (20 points), litigation history (20 points), life-cycle cost analysis (15 points), project schedule and delivery (10 points), staffing approach (10 points), California High Performance Schools compliance (5 points), energy savings capability (5 points), and durability and warranty (5 points).
The project estimate is $9 million. Funding is through the District's Measure U general obligation bonds (2016); the lease-leaseback structure includes District tenant improvement payments during construction and a predetermined monthly lease payment and early termination option following completion. The architect of record is LPA Design Studios. Notice to the selected developer to commence contract negotiation is anticipated for the week of October 5, 2026. Responses require five bound copies, one unbound copy, and one electronic copy on USB flash drive submitted to Lodi Unified School District, Attn: Amberly Kidder, 880 N Guild Ave, Lodi, CA 95240.
