About this opportunity

The Oregon Department of Fish and Wildlife is requesting bids for construction of two new concrete rearing ponds and associated infrastructure at the Elk River Hatchery in Port Orford, Oregon, under ITB 203-24, with bids due August 4, 2026 at 2:00 p.m. The mandatory pre-bid conference is scheduled for June 30, 2026 at 10:00 a.m. at the project site.

The base bid scope includes mobilization, erosion control, excavation, grading, concrete pond construction, pump house foundation, guardrails, grating, piping for intake and effluent reuse, pond cleaning and discharge systems, replacement of an existing sixteen-inch supply line (50 linear feet), electrical installations for pumps and pond systems, and alarm infrastructure. Six optional bid alternates are available: two additional concrete rearing ponds, asphaltic paving, shade structures for new ponds, a pre-engineered metal building covering existing ponds, shade structures for existing ponds, and replacement of existing reinforced concrete piping with HDPE pipe. The contractor must coordinate work to minimize disruption to ongoing hatchery operations and maintain water supply throughout construction. All work must comply with Oregon Standard Specifications for Construction, OSHA standards, and ASTM, ACI, and AWS specifications. A 365-day crack correction period for concrete follows substantial completion.

The estimated contract value is between $1.4 million and $1.6 million, funded through state bond funding. The project start date is August 11, 2026 or upon Notice to Proceed. Concrete and grading must be completed by October 3, 2026, with substantial completion no later than April 30, 2027. Prevailing wage rates for Curry County (Region 7) apply. Bidders must hold current Construction Contractors Board registration. Liquidated damages of $500 per calendar day apply for failure to meet the substantial completion deadline. Bid security of ten percent of the total bid amount is required. Award will be made to the lowest responsive, responsible bidder, with consideration given to reciprocal preferences for non-resident bidders. Performance and payment bonds each in the amount of one hundred percent of the contract price are required.
