About this file

This is a Technical Specifications document for the Elk River Hatchery New Rearing Ponds project in Oregon, prepared by the Oregon Department of Fish and Wildlife (ODFW). The project encompasses construction of two new concrete rearing ponds with associated infrastructure, including feed and discharge piping, metal fabrications, electrical service, and earthwork. The base bid includes pump station construction with wet wells, concrete slab and foundation for a future pump house, and necessary electrical wiring. Six bid alternatives are available: two additional concrete rearing ponds; asphalt paving around the new ponds; shade structures for new ponds; a pre-engineered metal building covering existing ponds; shade structures for existing ponds; and replacement of existing pond intake piping with high-density polyethylene piping. The contractor must coordinate work to minimize disruption to ongoing hatchery operations and maintain water supply throughout construction. A preconstruction meeting will be scheduled after notice to proceed, and progress meetings are required at maximum weekly intervals. The contractor must submit a detailed construction schedule, schedule of values, and list of subcontractors within specified timeframes following contract award.

Pricing is structured as lump-sum bid items for most components, with unit pricing for certain bid alternates such as shade structures and temporary water supply operation. The contractor is responsible for obtaining all necessary permits, mobilization and demobilization costs, erosion and sediment control, quality control testing through independent laboratories, temporary facilities including portable toilets and job office, and site cleanup. The contract includes a 365-day crack correction period for concrete following substantial completion, during which identified cracks must be repaired at unit pricing per linear foot. Payment is contingent on acceptance of the schedule of values and will be made monthly based on certified estimates of completed work, with retainage deducted as specified in the general conditions. All work must comply with Oregon Standard Specifications for Construction, applicable OSHA standards, and referenced industry codes and standards including ASTM, ACI, and AWS specifications.
