About this opportunity

The Illinois State Police is soliciting competitive bids for ELISA (Enzyme Linked ImmunoSorbent Assay) screening instruments through Solicitation Number 26-493ISP-FOREN-B-51397, with bids due by March 27, 2026. The procurement seeks two fully automated ELISA systems—one for the Chicago Toxicology Lab and one for the Springfield Toxicology Lab—to replace aging instrumentation currently used for drug analysis in DUI, criminal sexual assault, and homicide investigations. The required instruments must be fully automated with walk-away capability, support multiple assays on a single plate with minimum capacity of 384 samples from four 96-well microtitre plates, perform spectrophotometric-based competitive enzyme immunoassays, and analyze blood, urine, oral fluid, and forensic matrices for specific drugs and drug classes including amphetamines, barbiturates, benzodiazepines, cocaine metabolite, opiates, THC, fentanyl, PCP, LSD, and buprenorphine. The vendor must be an established prime manufacturer of the instrument and provide one year of parts and labor warranty at each location, five years of annual preventive maintenance, installation, on-site operator training, complete technical support, staff training, and documentation. Evaluation will be based on the lowest priced responsive and responsible bidder meeting all specified criteria, with pricing submitted through the BidBuy electronic procurement system. The contract term commences upon final execution and ends June 30, 2026, with a maximum total contract term not to exceed ten years. Questions must be submitted in writing to the Information Contact no later than the Friday prior to bid opening, and all bids must remain firm for 90 days from opening.

The solicitation may qualify as a small business set-aside, requiring bidders to be registered in the Illinois Small Business Set-Aside Program at the time bids are due if applicable. Vendors responding must submit either an IPG Active Registered Vendor Disclosure (for vendors already registered in the Illinois Procurement Gateway) or a comprehensive Vendor Disclosure form, along with an Offer to the State of Illinois and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans. For-profit entities with contracts valued over $100,000 annually must disclose all current and pending contracts with Illinois state government units and any lobbyist representation. Vendors claiming Illinois Business Preference or Domestic Product Preference must submit supporting documentation including affidavits and line item identification. Required insurance includes general commercial liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Subcontractors with annual values exceeding $100,000 require prior written approval and must submit Financial Disclosures and Conflicts of Interest forms. The State reserves the right to amend the solicitation, reject any or all bids, waive minor defects, and terminate the contract for cause, for convenience with thirty days' notice, or due to insufficient appropriations, with the maximum contract amount to be entered by the State prior to execution.
