About this opportunity

The State of Illinois, through the Illinois State Police, is issuing an Invitation for Bid (IFB) for the procurement of two Enzyme-Linked Immunosorbent Assay (ELISA) screening instruments designated as Solicitation ID 26-493ISP-FOREN-B-50350 (DFS-AO). One instrument will be delivered to the Chicago Toxicology Lab and the other to the Springfield Toxicology Lab located at 2060 Hill Meadows Drive Suite 2, Springfield, IL 62703. The ELISA system must be a fully automated instrument capable of analyzing up to 384 samples on four 96-well microplate plates with walk-away analysis capability requiring no operator intervention after sample initialization. The system must support multiple assays on a single plate and analyze specific drug compounds in biological materials for DUI, criminal sexual assault, and homicide cases, with required detection capabilities including amphetamines (50 ng/ml), barbiturates (100 ng/ml), benzodiazepines (50 ng/ml), cocaine metabolite (50 ng/ml), opiates (50 ng/ml), THC (5 ng/ml), fentanyl (1 ng/ml), PCP (10 ng/ml), LSD (1 ng/ml), and buprenorphine (1 ng/ml). The awarded vendor must be an established prime manufacturer providing technical support, complete staff training with electronic documentation and reference materials, one year of parts and labor warranty, and five years of annual preventive maintenance included in the contract. The contract term commences upon final execution and extends through June 30, 2026, with a maximum total term not exceeding ten years including any renewals or extensions. Evaluation will be based on responsibility, responsiveness, and price, with award made to the lowest priced responsive and responsible bidder. Bids must be submitted electronically through BidBuy on or before January 9, 2026, and must remain firm for 90 days following the bid opening date. Required submissions include a Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans, with failure to submit rendering bids non-responsive.

The solicitation does not identify any specific set-asides for disadvantaged business enterprises, small businesses, or other restricted categories, though vendors may voluntarily claim Illinois Business Preference or Domestic Product Preference by providing appropriate documentation. No incumbent vendor or current contractor information is indicated in the solicitation documents. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000, and workers' compensation insurance as required by law. All vendors must comply with Standard Illinois Certifications requirements, including certifications covering legal entity status, criminal history, financial compliance, ethical conduct, labor standards, environmental compliance, and accessibility standards. Subcontractors with annual values exceeding $100,000 require prior written approval and must provide Illinois Standard Certifications. Vendors with contracts valued over $100,000 must complete Financial Disclosures and Conflicts of Interest forms. The specific award value or budget range for this procurement is not disclosed in the solicitation documents; pricing is firm and will be documented in the BidBuy Purchase Order, with the maximum contract amount to be determined and entered by the State prior to execution. A $15 fee for the Minority Contractor Opportunity Initiative may apply if the contract award exceeds $1,000, and the contract may be partially or fully funded with federal funds, with the percentage and dollar amount disclosed upon award notification.
