Pricing must be submitted as firm, fixed prices on Exhibit C and include all labor, equipment, materials, supplies, and related expenses; price adjustments may be permitted using CPI-W index or Federal Minimum Wage increases, subject to HHSC approval. The contract runs September 1, 2026 through August 31, 2027, with three optional one-year renewals through August 31, 2030 and a discretionary extension year available for transition purposes. No volume guarantee is provided; all contracts remain subject to appropriations and available funding.

Bidders must submit Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), and Exhibit D (Bidder Reference and Qualifications Form) with three verifiable references for similar contracts completed within five years. An optional on-site visit was held August 5, 2026 from 9:00 a.m. to 3:00 p.m. Questions were due August 7, 2026 at 10:30 a.m., with responses posted as addenda by August 13, 2026.
