About this opportunity

Dane County, Wisconsin is seeking a comprehensive Elevator & Escalator Maintenance & Repair Services contract (Group 2) for multiple county facilities, including the City County Building, Public Safety Building, Courthouse, and Dane County Regional Airport. The procurement involves proactive, predictive, and preventive maintenance services for 12 Kone-manufactured elevators and escalators with varying specifications, including geared traction, direct hydraulic, and chain drive systems. Vendors must have a minimum of five years of elevator maintenance experience, maintain a local service office within 15 miles of Madison, and demonstrate the capability to respond to callbacks within one hour. A mandatory site visit is scheduled for June 26, 2025, at 8:00 am CST, beginning at the Wilson Street Entrance of the City County Building, with vendors required to inspect conveyances at four specific locations; failure to attend will result in proposal rejection. Proposals are due by July 29, 2025, at 2:00 pm, with the initial contract period running from the purchase order date until December 31, 2027, and potential renewal options through December 31, 2030.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The contract requires vendors to submit detailed pricing proposals, including monthly maintenance costs, hourly rates for regular time, overtime, and Sunday/Holiday work, and a material markup percentage for non-covered components. Pricing proposals must include percentage increase options for potential five-contract terms. While no incumbent vendors are directly identified, the current conveyances are Kone-manufactured elevators and escalators installed primarily between 2003-2005, with capacities ranging from 3,000-4,000 pounds and speeds of 100-350 feet per minute. The RFP suggests a comprehensive evaluation process that will assess technical capabilities, maintenance approach, response times, and pricing structure. Although specific budget ranges are not explicitly stated, the detailed pricing requirements indicate the county is seeking a comprehensive, long-term maintenance solution for its critical transportation infrastructure.
