About this opportunity

The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) is soliciting design-builder proposals for residential elevation projects in Beaufort County, North Carolina, with written questions due November 18, 2026 and proposals due December 4, 2026 at 2:00 p.m. ET. The solicitation is a federal hazard mitigation procurement funded through FEMA's Hazard Mitigation Grant Program (HMGP), and vendors must comply with FEMA standards, North Carolina building codes, ASCE 24 flood-resistant design standards, and federal regulations governing federal disaster assistance programs.

Design-builders manage the full elevation process for each structure, including engineered designs, permits and inspections from local jurisdictions, elevation certificates, and certificates of occupancy or completion under the local authority having jurisdiction. Construction management runs before, during, and after elevation. Upon completion, the site must be returned to a condition that meets or exceeds its pre-elevation state, with any modifications needed to meet local, state, and federal requirements.

Vendors submit a qualifications package and a separate cost proposal package, completing Attachment A: Proposal Worksheet and the Elevation Bid Worksheet supplement. Pricing is per square foot or lump-sum fixed price per project and must include all labor, materials, transportation, overhead, and profit. Construction management is bid per home, with reimbursement tied to actual work performed. Vendors must price all projects in the RFP, and pricing changes apply only to future bids, not to projects with executed Notices to Proceed. The state may award to a single vendor or make separate awards for different line items.

The initial contract term is 18 months from award or until completion and acceptance of all work, whichever is sooner, with the state holding the option to renew on the same terms for up to two additional one-year terms. All work must be completed no later than February 1, 2028, and no later than September 8, 2027, per the scope of work.

Proposals will be evaluated against G.S. 143-128.1B design-build bridging criteria, and the lowest responsive, responsible bidder is selected from the top three qualified design-builders.

Opportunity text

NCEM is seeking to procure the services of Design-Builders (also known as Vendors or Prime Contractors) to oversee several aspects of the implementation process for elevation projects. It is the responsibility of the selected Design-Builder to manage the overall construction before, during, and after elevating the structure, obtaining approved engineered designs, acquiring all necessary permits and inspections from local jurisdictions, and the completion of elevation certificates and obtaining the certificate of occupancy or certificates of completion based upon the local authority having jurisdiction. Upon completion, the site shall be returned to a state that meets and/or exceeds the pre-elevation condition as well as any modifications necessary to bring the site into compliance with local, State, and Federal requirements.
