About this opportunity

The North Carolina Department of Public Safety, Division of Emergency Management (NCEM), Hazard Mitigation Office is requesting prequalification applications from Prime Contractors to perform residential property acquisition and structure demolition services across North Carolina on an ongoing basis, with applications due July 31, 2028. This RFPQ establishes a qualified contractor roster for future project awards; prequalification itself is not a binding contract but the entry point to subsequent individual IFBs, BAFOs, and amendments as NCEM hazard mitigation projects arise.

Qualified Prime Contractors will perform project scoping, pre-construction services, construction and demolition activities, post-construction services, and closeout services on eligible residential structures. No specific contract value, term length, or performance location beyond "across North Carolina" is stated in the solicitation.

Vendors previously qualified under RFPQ 19-RFPQ-1653309857-GSX for acquisition and demolition services are exempt from reapplication under this RFPQ. All contractors qualified under either the prior or current RFPQ must reapply when the next prequalification period is posted. Qualified Award Memos must accompany future bid packages submitted by prequalified contractors.

The solicitation accepts applications on an ongoing basis through July 31, 2028. No pre-bid meeting, question deadline, or evaluation criteria weightings are identified in the source material.
