About this opportunity

Hanover-Horton School District Board of Education in Michigan is requesting proposals for an elementary school food service line comprising six mobile serving and cashier counters under RFP-2027-002, with bids due October 5, 2026 at 9:45 a.m. and public opening at 10:00 a.m. The procurement exceeds Michigan's statutory bid threshold and is subject to federal funding requirements and USDA guidelines for school food service programs.

The scope includes a 46-inch three-well mobile hot food serving counter, a 74-inch mobile utility counter with heated and lighted food guard, a 46-inch mobile cold food serving counter with double-deck food shield, two 30-inch mobile POS/cashier utility counters in left-hand and right-hand configurations, and a 74-inch mobile cold food serving counter with sliding base doors. All equipment must feature stainless steel construction with 14-gauge countertops (upgradeable to Wilsonart Morning Ice 9204CE solid surface), internal pin-and-latch locking devices for modular interlocking, and heavy-duty five-inch swivel casters with brakes. Cold food counters require NSF-7 mechanical refrigeration systems. ADA-compliant heights are 30 inches for customer-facing and 34 inches for non-customer-facing units. Acceptable manufacturers include LTI, Duke, or equivalents with dimensional flexibility of 3 inches in width or depth. The scope of work includes uncrating, delivery, installation, electrical and plumbing connections, and full operational setup. A minimum two-year parts and labor warranty is required on all equipment. Optional alternates include 30-inch height alternatives, extended solid surface countertops, waterless hot food well upgrades, and existing equipment removal and disposal.

Bidders must submit federal certifications including Debarment and Suspension Certification, Buy American Certification, Clean Air/Water Certification, Familial Relationship Disclosure, and Iran Economic Sanctions Act Certification. Bidders must also provide two school references demonstrating prior equipment provision experience. Award will be to the lowest responsive and responsible bidder, with price as the primary determining factor, though service, delivery timeline, quality, specification conformity, and past performance are also considered. The anticipated contract award date is October 16, 2026, with delivery and installation scheduled March 26–30, 2027. Clarification requests are due no later than six days before the bid deadline. An addendum issued September 21, 2026 revised specifications; bidders must acknowledge receipt of this addendum or risk bid disqualification. Optional pre-bid walkthroughs are available by appointment.
