The solution requires three network-connected electronic key management panels at the county jail facility: one in the Booking Area (minimum 32 key positions), one in the Annex (minimum 32), and one in the Central Roll Call Room (minimum 160), for a total minimum of 224 key or key-set positions. Required capabilities include secure storage, controlled access, electronic transaction logging, real-time key status visibility, and centralized monitoring and management. The total solution cost must include all information technology costs, equipment, software, licenses, installation, configuration, training, and two years of maintenance and support.
Proposers must submit a current business license, financial stability documentation, three references from similar projects, proof of E-Verify registration through the Contractor Affidavit under O.C.G.A. 13-10-91(b)(1), and non-collusion and conflict-of-interest affidavits. Insurance requires $1 million per occurrence for general and automobile liability, $2 million aggregate for products and completed operations, and statutory workers' compensation, with Rockdale County named as additional insured.
Evaluation follows a past performance, quality, and price trade-off, weighted 50% for cost and overall value, 25% for technical capabilities and proposed approach, and 25% for company experience, qualifications, and past performance. The contract term is to be determined, and work must be completed within 90 days unless modified in writing. Delivery is required within 30 calendar days after receipt of orders, F.O.B. destination, freight prepaid and allowed. Payment is tied to deliverables including project plan approval, installation, training, and systems testing, with net payment due 30 days after invoice.
