The South Dakota Department of Health, in coordination with the Bureau of Information and Technology, is requesting proposals for a comprehensive Electronic Disease Surveillance System (EDSS) solution and implementation services to replace or modernize the State's current Maven EDSS environment, with proposals due October 20, 2026 (October 19 by 11:59 p.m. CST per the RFP document).

The scope encompasses software or platform provision, configuration, integration, data migration, reporting and analytics enablement, testing, training, go-live support, and ongoing services to enable statewide communicable disease surveillance and public health operations, including case intake and triage, disease investigation, workflow and task management, laboratory and clinical data exchange, data quality and reconciliation, federal and State reporting, and user administration with role-based access controls. The solution must support event-based communicable disease surveillance and program-specific longitudinal workflows including person/client tracking, service documentation, relationship and contact management, and geospatial support.

The contract term is four years with one optional one-year renewal extension at the State's discretion. No fixed total contract amount is specified; pricing will be determined through competitive negotiation. All proposals must be submitted via Secured File Transfer Protocol (SFTP).

Mandatory security and compliance requirements are extensive: cyber liability insurance with $3 million minimum coverage, annual risk assessments, independent audits, NIST 800-88 data sanitization standards, AES256 minimum data encryption, multifactor authentication for hosted systems, all State data maintained exclusively within continental United States data centers, integration with the State's single sign-on system at no additional cost, comprehensive background investigations for personnel with data access, security incident notification within twelve hours, seven-year access log retention, and annual cybersecurity training. Contractors must sign the Contractor Security Acknowledgement Form and comply with the South Dakota Information Technology Security Policy.

Letters of Intent are due September 8, 2026. Written questions are accepted through September 14, 2026 (up to 50 per offeror, emailed to Informatics.RFP@state.sd.us). Discussions and technical review are scheduled November 1–13, 2026; demonstrations on November 16; proposal revisions by December 7; and anticipated award decision and contract negotiation by December 31, 2026.
