About this opportunity
The Colorado Department of Corrections Division of Adult Parole issued RFP #2016000209 to procure Electronic Alcohol Monitoring and Ignition Interlock Device services for offenders in parole and community corrections programs. The primary deliverables include continuous electronic alcohol monitoring devices for designated offenders, optional dual-function devices providing home monitoring and/or GPS capabilities, and ignition interlock devices (IID/BAIID) for offenders' vehicles. The Division anticipates serving an average daily population of approximately 90–100 offenders with a projected budget allocation of approximately $100,000 for fiscal year 2016–2017. Required contractor qualifications include background checks for all staff, compliance with Colorado Department of Corrections regulations and reporting requirements, integration with the Division's C-WISE system, and full operational capability by July 1, 2016 (with an extended operational deadline of July 5, 2017). The State requires standard insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 minimum), Automobile Liability ($1,000,000 combined single limit), and Professional Liability ($1,000,000 if applicable), and all contractors must be registered with the Colorado Secretary of State. Written inquiries were due by April 18, 2016 at 1:00 PM, with proposals due May 10, 2016 at 4:00 PM, and an anticipated award date of May 18, 2016. The contract structure is multi-year with options to renew for additional fiscal year periods, up to a maximum total period of 60 months, with firm pricing expected through the initial contract term ending June 30, 2017.
The State encourages minority-owned and woman-owned businesses to apply, with a 17 percent minority participation goal, and Service-Disabled Veteran Owned Small Businesses may receive preference when comparable proposals are received. The current provider is BI Incorporated, with historical caseload data indicating 190 equipment rentals in December 2015, escalating to 365 in February 2016, and approximately 1,100 offenders on electronic monitoring overall. Contractors must integrate with the Division's existing C-WISE system for alerts and monitoring coordination. The Division reserves the right to select multiple providers if doing so better meets business needs and may extend the contract for up to two months if replacement contracts have not been executed by the contract ending date. Pricing should be structured as a per-offender, per-day rate where feasible, with all costs encompassing equipment replacement within a reasonable timeframe, and the State reserves the right to terminate the contract with 30 days written notice without showing cause.
