About this opportunity
The City of Philadelphia is requesting quotes for electrical work related to a VXRail upgrade, with quotes due October 18, 2026. This is a small-order purchase to be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.
Vendors must quote all items to be eligible for award. A Consent & Authorization form executed and on file in the vendor profile is mandatory; quotes without this form will not be considered responsive. All submissions must be completed through the PHLContracts platform (www.PHLContracts.phila.gov) and must include acceptance of the Terms and Conditions document. Vendors must answer all mandatory questions in the Questions Tab and resolve all red validation warnings before submission.
The scope includes installation of 30-amp dedicated electrical lines at the Philadelphia Public Services Building (400 North Broad Street) for the Police Information Systems/Office of Information Technology department. A proposal from Elliott-Lewis Corporation indicates the electrical work scope encompasses running dedicated lines with all necessary labor, materials, tools, and equipment, with that vendor's estimate at $8,226.
Submission of an LGBTQ Applicant Opportunity Data Form is voluntary; it collects information on LGBTQ business ownership and certification status through the National LGBT Chamber of Commerce (NGLCC) via the Independence Business Alliance (IBA). The form also inquires about third-party certifications held by the applicant or any subcontractors, including those from ESMDC, PAUCP, Disability:IN, or WBENC. The LBE Program does not apply to small-order purchases.
Vendors must not deliver services or provide products until receiving formal written notification from the department. No work may commence prior to explicit authorization.
