About this opportunity
The New York State Department of Corrections and Community Supervision (DOCCS) is requesting bids on electrical switchgear testing and partial discharge testing services at Washington Correctional Facility and Great Meadow Correctional Facility under IFB 2026-01-WAS, with bids due January 7, 2027 at 12:00 PM and a mandatory site visit on October 22, 2026. The procurement carries MWBE participation goals of 15% MBE and 0% WBE, plus a 6% Service-Disabled Veteran-Owned Business (SDVOB) goal; bidders must submit utilization plans demonstrating good faith efforts to achieve these targets.
The scope includes general service and testing of medium voltage switchgear, transfer switches, vacuum circuit breakers, battery systems, motor control centers, oil-filled and dry-type transformers, low voltage air switches, and protective relays at both facilities. Partial discharge testing using a Doble Online PD Testing System is required on medium voltage primary cables, terminations, splices, and connected equipment at approximately 42 total manholes. The contractor must also deliver a one-time Arc Flash Safety Awareness Training course (minimum 6 hours for up to 20 people) and a one-time portable generator connection training course (minimum 4 hours).
All work must be performed using New York State prevailing wage rates (PRC #2026025948). Pricing shall include a comprehensive annual base bid covering all labor, materials, equipment, and ancillary costs, plus separate one-time pricing for both training courses and "time and materials" rates (hourly labor and cost-plus markup) for work outside the base scope. Award goes to the lowest responsive and responsible bidder by grand total.
The contractor must maintain Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($1,000,000), Professional Errors and Omissions ($1,000,000 per occurrence / $3,000,000 aggregate), and Data Breach/Cyber Liability ($1,000,000) insurance, plus proof of Workers' Compensation and Disability Benefits coverage. The contract term is 18 months from date of approval. Bids must be submitted in physical form only. Bidder questions are due November 13, 2026, with responses estimated by December 4, 2026. Site visit RSVP is required by October 16, 2026.
