About this opportunity
The Energy Resource Center (ERC) is seeking electrical contractors to perform comprehensive electrical services for the Colorado Weatherization Program, specifically targeting residential properties in northeastern Colorado counties including Morgan, Washington, Logan, Sedgwick, Phillips, and Yuma. The procurement is a competitive bid for electrical subcontractors to conduct critical repairs and upgrades, including replacing knob & tube wiring, fixing open splice wiring, panel upgrades, installing bath fans for ASHRAE 62-2.2016 compliance, and wiring for new water heaters and HVAC equipment. Key deliverables include electrical inspections, repairs, and system improvements for low-income residential homes, with work to be performed between July 1, 2025, and June 30, 2026. Evaluation criteria will prioritize work quality (50%), pricing (20%), and production capabilities (10%), with additional considerations for communication and client interaction. The proposal submission deadline is May 23, 2025, with electronic proposals to be submitted through the Rocky Mountain E-Purchasing System. Contractors must meet specific qualifications, including proper licensing, mandatory insurance coverage, and ability to complete work within five working days.
The contract is not exclusive, allowing for competitive pricing and multiple potential vendors. While there are no explicit set-aside designations mentioned, the RFP notes participation requirements that contractors can voluntarily address. Contractors must not be debarred under System for Award Management (SAM) guidelines and will be working with low-income, elderly, and handicapped clients. The work is funded through federal weatherization assistance programs, with the Energy Resource Center operating as a tax-exempt entity under the State of Colorado Purchasing Agreement. Specific budget ranges are not explicitly stated, but the contract covers services across multiple counties with a one-year term. Successful contractors will be required to provide a one-year warranty on services and submit itemized invoices for completed work. The procurement is specifically for the Sterling location of the Energy Resource Center, focusing on electrical services for older residential units, typically occupied homes that require modernization and safety improvements.
