About this opportunity
Hillsborough County Public Schools (HCPS) is requesting proposals for commercial electrical services, including high-voltage installation, maintenance, repairs, upgrades, modernization, rewiring, circuit breaker and panel installations, and diagnostics across its 235-campus district, with proposals due September 11, 2026 and questions due August 28, 2026. HCPS reserves the right to make awards by item, area, or on a district-wide basis with one or more contractors.
The scope encompasses all labor, materials, supervision, equipment, and incidentals necessary to complete electrical work requests. Contractors must demonstrate experience and capability to service a school district of HCPS's size (approximately 225,000 students) and possess expertise in high-voltage systems, switchgear, and coordination with TECO (Tampa Electric Company). Personnel with student contact or access to school funds must comply with Level II fingerprinting and background screening under the Jessica Lunsford Act. Electrical services are identified as critical to campus security.
Pricing is structured by three maintenance areas — West, Central, and East — with bidders permitted to propose for all three areas, individual areas, or any combination. Hourly labor rates are bid separately for licensed master electricians, journeymen electricians, and electrical helpers, with distinct standard rates (Monday–Friday, 6:00 AM to 6:00 PM) and non-standard rates. Estimated annual usage spans 2,800 standard and 150 non-standard hours for master electricians; 6,488 standard and 140 non-standard hours for journeymen; and 1,000 standard and 50 non-standard hours for helpers. Pricing also includes call-out fees, equipment rentals, and a cost-plus markup not to exceed 15 percent, exclusive of taxes. HCPS reserves the right to add schools within any maintenance area during the contract period at rates bid.
Evaluation criteria are weighted as follows: qualifications and experience (30 percent), specifications and scope understanding (25 percent), cost and best value (35 percent), and utilization of HCPS-registered Small Business Enterprises (10 percent). Proposals must be submitted electronically via VendorLink; paper submittals are not accepted. Payment terms follow Florida's Prompt Payment Act at Net 45 days. Vendors must execute required affidavits certifying compliance with foreign-entity prohibitions and labor-coercion statutes before submission.
