About this opportunity
Mt. San Antonio College is seeking qualified electrical contractors to provide comprehensive on-call electrical services through a Request for Qualifications (RFQual) for a five-year contract period from September 2025 through August 2030. The procurement covers electrical repairs, maintenance, new installations, and emergency response services across the college's 420-acre campus. Contractors must be prepared to perform preventive and corrective maintenance, new electrical installations, and provide 24/7 emergency response while complying with local and state electrical codes, National Electrical Code (NEC), and OSHA safety regulations. The evaluation process includes six scoring criteria: completeness of proposal (10 points), proposer experience (30 points), references (10 points), staffing and organization (10 points), proposed fees (25 points), and professional licenses and permits (15 points). A mandatory pre-proposal meeting is scheduled for June 26, 2025, at 1:30 pm, with electronic proposals due via OpenGov by July 30, 2025, at 2:00 pm. The contract award is anticipated in September 2025, with services beginning in October 2025.
The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Contractors must meet stringent qualifications, including DIR registration, compliance with prevailing wage requirements, and maintenance of appropriate insurance coverages. For projects over $25,000, contractors will be required to provide Performance and Payment Bonds. The contract includes an initial five-year term with potential automatic renewals for additional one-year periods, not to exceed a total of five years. While no minimum work amount is guaranteed, the college reserves the right to apportion requirements among multiple consultants. Contractors must also comply with comprehensive labor code provisions, including employing apprentices at a minimum ratio of one apprentice for every five journeymen and maintaining detailed payroll records. Though a specific budget range is not disclosed, the contract's scope suggests a potentially significant ongoing investment in electrical infrastructure and maintenance services for the college.
