About this opportunity

Pinellas County School District is requesting sealed electronic bids for electrical maintenance and repair services under ITB #26-CD-037, with bids due October 8, 2026 at 4:00 p.m. via the District's OpenGov Procurement portal and a mandatory pre-bid conference on September 24, 2026 at 9:00 a.m. at Walter Pownall Service Center in Largo, Florida. Bidders must hold a Florida-licensed Electrical Contractor (ES) or Electrical Specialty License (Theatrical Stage Lighting only).

The scope encompasses emergency and non-emergency electrical services including fixture installation and maintenance, panel board work, underground and overhead wiring, auditorium and theater lighting, parking lot and sports field lighting repairs, control panel maintenance, HVAC and mechanical controls, solar installations, and EV charging station work. Contractors must maintain 24/7/365 telephone availability with 30-minute emergency response capability and two-hour response times for all service calls. Work must be completed within 15 business days for non-emergency items and 3–5 days for scheduling. Contractors must demonstrate five years of continuous business operation under the same legal entity, maintain sufficient OEM repair parts inventory, comply with OSHA requirements, obtain Level 2 background screening for all personnel with school access, and be located within a 50-mile radius of the District's offices.

The estimated contract value is approximately $400,000 with a maximum of two awardees and no guarantee of actual purchase volume. The initial contract term runs November 10, 2026 through November 9, 2027, with optional renewal for two additional one-year periods and potential unilateral District extension for up to three additional 30-day periods. Pricing remains firm for the initial term; renewal periods allow price escalation or de-escalation not to exceed the prior year's CPI-U change.

Bidders must submit hourly rates for Journeyman, helper, and laborer across standard hours, outside standard hours, and emergency services, plus a percentage markup over materials cost. General Liability Insurance (minimum $1 million per occurrence), Automotive Liability ($300,000 Combined Single Limit), and Workers' Compensation Insurance are required, with the District listed as Additional Insured and Certificate Holder.
