About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is issuing a Request for Bid (RFB) for Electrical Maintenance D9 on behalf of Highway District 9, encompassing electrical maintenance and repair services across ten counties: Bath, Boyd, Carter, Elliott, Fleming, Greenup, Lewis, Mason, Nicholas, and Rowan. The procurement covers field construction, troubleshooting, and repair of traffic signals, flashing beacons, school flashers, and various lighting installations including roadway, aviation, bridge, pedestrian, rest area, weight station, intersection, tunnel, and navigation lighting. The solicitation contains 90 line items with estimated quantities for labor (electricians, laborers, and equipment operators), equipment (bucket trucks, line trucks, service vehicles, skid steer loaders, and specialized tools), materials (conduit, wire, cable, poles, cabinets, and junction boxes), and installation services. Qualified contractors must be licensed as electrical contractors by the Department of Housing, Building, and Construction, maintain crews of at least three persons with at least one licensed electrician, carry Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, provide Automobile Liability Insurance and Kentucky Workers Compensation Insurance, submit employee qualifications including IMSA certifications, and provide proof of Work Zone Traffic Control Supervisor and flagging credentials. Maximum hourly rates are established at $88.00 for electricians, $58.00 for laborers, and $73.00 for equipment operators, with on-call electricians at $10.00 per hour. The evaluation criterion is pricing only (100 points), with award going to the lowest-priced responsive bidder. Written questions are due by April 8, 2026 at 4:00 PM, with responses posted by April 13, 2026; bids must be submitted electronically through the Kentucky Vendor Self Service system by April 21, 2026 at 1:30 PM Eastern Time, with a tentative award date of June 1, 2026.

The contract period runs from June 1, 2026 through May 31, 2027, with four optional one-year renewal periods available, and all bidders must be pre-registered in the eProcurement system and submit bids electronically. Price increases are not permitted during the first 12 months and thereafter require written justification based on industry-wide price changes. The contractor is responsible for all equipment maintenance, damage to existing facilities, workmanship warranty for six months, and compliance with OSHA, KOSHA, National Electrical Code, and KYTC Standard Specifications. No guarantee of quantities is provided, and the Commonwealth is obligated only to the extent of needed services during the contract term. No specific disadvantaged enterprise set-asides, incumbent contractor preferences, or award value ranges are identified in the documentation provided; however, submission documentation indicates that certain solicitations may require bidding on all line items, with failure to bid potentially rendering responses non-responsive.
