Summary: Electrical Maintenance D9 Request for Bid

This Request for Bid (RFB) document is issued by the Kentucky Transportation Cabinet Division of Purchases on behalf of Highway District 9 for electrical maintenance and repair services. The solicitation encompasses field construction, troubleshooting, and repair of traffic signals, flashing beacons, school flashers, and various lighting installations (roadway, aviation, bridge, pedestrian, rest area, weight station, intersection, tunnel, and navigation lighting) across ten counties: Bath, Boyd, Carter, Elliott, Fleming, Greenup, Lewis, Mason, Nicholas, and Rowan. The bid includes 90 line items with estimated quantities for labor (electricians, laborers, equipment operators), equipment (bucket trucks, line trucks, service vehicles, skid steer loaders, and specialized tools), materials (conduit, wire, cable, poles, cabinets, junction boxes), and installation services. The deadline for written questions is April 8, 2026 by 4:00 PM, with responses posted by April 13, 2026. Bids are due electronically by April 21, 2026 at 1:30 PM Eastern Time, with a tentative award date of June 1, 2026. The initial contract period runs from June 1, 2026 through May 31, 2027, with four optional one-year renewal periods available. The contract requires electronic bid submission through the Kentucky Vendor Self Service system, and all bidders must be pre-registered in the eProcurement system.

Pricing is the sole evaluation criterion (100 points), with the award going to the lowest-priced responsive bidder. Specific maximum hourly rates are established: electricians at $88.00 per hour, laborers at $58.00 per hour, equipment operators at $73.00 per hour, and on-call electricians at $10.00 per hour. The contractor must be licensed as an electrical contractor by the Department of Housing, Building, and Construction, maintain crews of at least three persons with at least one licensed electrician, carry Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and provide Automobile Liability Insurance and Kentucky Workers Compensation Insurance. The contractor must submit vehicle Identification Numbers (VINs), employee qualifications including IMSA certifications, and proof of Work Zone Traffic Control Supervisor and flagging credentials prior to award. No guarantee of quantities is provided; the Commonwealth is obligated only to the extent of needed services during the contract term. Price increases are not permitted during the first 12 months and thereafter require written justification based on industry-wide price changes. Prices remain firm for the contract period except as adjusted. The contractor is responsible for all equipment maintenance, damage to existing facilities, workmanship warranty for six months, and compliance with OSHA, KOSHA, National Electrical Code, and KYTC Standard Specifications.
