About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for electrical maintenance and repair services supporting Highway District 7 (Paducah District) across twelve counties: Anderson, Bourbon, Boyle, Clark, Fayette, Garrard, Jessamine, Madison, Mercer, Montgomery, Scott, and Woodford. The procurement encompasses field construction, troubleshooting, and repair of traffic signals, flashing beacons, school flashers, and various lighting installations including roadway, aviation, bridge, pedestrian, rest area, weight station, intersection, tunnel, and navigation lighting. The 24 line items include labor (electrician, laborer, equipment operator), equipment rental (bucket trucks, service vehicles, and specialized machinery), and materials (wire, aggregate, and concrete bases). Maximum hourly rates are capped at $66.00 for electricians, $40.00 for laborers, $55.00 for equipment operators, and $15.00 for on-call services. Bidders must be registered in Kentucky's eProcurement system at least 24-48 hours prior to submission and must submit all responses electronically through the Kentucky Vendor Self Service portal by May 5, 2026, at 1:30 p.m. Eastern Time. Required qualifications include proof of electrical contractor licensure, licensed electrician credentials for each crew, IMSA certifications, Work Zone Traffic Control credentials, and equipment documentation. Evaluation follows a best-value approach with price as the sole measurable criterion (100 points), with the lowest bidder receiving maximum points and other bidders scored proportionally. The tentative award date is June 1, 2026, with the initial contract period running from no earlier than June 1, 2026, through May 31, 2027, plus four optional one-year renewal periods.

The Commonwealth of Kentucky offers reciprocal preference for Kentucky resident bidders and extends additional preferences to Kentucky Correctional Industries (20 percent preference) and nonprofit organizations serving individuals with disabilities (15 percent preference). Contractors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit and Kentucky Workers' Compensation Insurance. The Commonwealth will provide most materials except for designated "furnish and install" items, while contractors must furnish all labor, equipment, and tools. Liquidated damages of $500 per day apply for failure to meet specified completion timeframes. No specific award value or budget range is disclosed in the solicitation documents; however, the comprehensive nature of the 24 line items across electrical maintenance, equipment rental, and materials for an entire highway district over a multi-year contract period suggests a substantial procurement. All responses must be submitted through the Kentucky Vendor Self Service platform, with vendors able to upload up to ten documents with a maximum file size of 65,000 KB per attachment, and for submission assistance, vendors should contact the Customer Resource Center at Finance.CRCGroup@ky.gov, 502-564-9641, or toll-free at 877-973-4357.
